Terminal velocity is when an object is moving at such a rate that the force of air resistance is equal to the force of gravity (in opposite directions). The result is that the object experiences at net force of zero.
Since the net force is zero, the object is no longer accelerating, so it now falling at a constant velocity. The object cannot move any faster, so that velocity is called the terminal velocity.
